[背景]“农改超”是福州市目前正在进行的一场农副产品流通业态的变革,它指的是通过建设生鲜农副产品超市,逐步取代市区内原有的传统农贸市场。2001年12月底,中央政治局常委、国务院副总理李岚清在福州视察期间,了解到福州市已有多家超市经营生鲜农副产品,对农副产品生鲜超市这种新型业态给予了充分肯定,要求福州市结合市场秩序的整顿和规范,加大农贸市场超市化改造的力度,推动现代商贸流通业的快速发展。2002年初,根据李岚清副总理的指示精神,按照省委、省政府部署,我市开始分期分批开展了对农贸市场进行超市化改造工作。目前,我市的“农改超”工作取得了阶段性成效。2002年1月,我市从现有108个农贸市场中筛选出20家作为农副产品生鲜超市改造对象,并将这项工作列为2002年我市政府“为民办实事项目”,在具体实施过程中,我们又确定了今年完成40家以上生鲜超市的目标任务,到目前为止,除去年开业12家以外,今年新开业的生鲜超市有26家;转业态经营的1家;正在装修的、已签订合同准备动工建设的及正在进行项目洽谈的还有18家。
