“南北关系”或“南北矛盾”一词,如今已成为国际政治学和国际经济学中最常见的用语之一。但是,此词最初出现于何时?源自何处?为何如此用法?其原始含义为何?却不是人人皆知,更不是人人知之甚详。据日本学者研究,认为此词最初源自1959年英国OliverFranks爵士的一篇著名演讲词。经厦门大学李国安、徐崇利两位教授先后在海外的辗转追寻,终于在美国芝加哥大学图书馆近五十年前的文档“故纸堆”中找出。现将这份难得一见的重要历史文献,用中英文双语刊出,以饷本领域有意追本溯源地深入研究本问题的专业学人和广大读者。
The term “North-South relations” or “South-North contradiction” has now become one of the most common terms in international political science and international economics. However, when did the word first appear? Where did it come from? Why was it so used? What is its original meaning? It is not all known, and not everyone knows it very well. According to Japanese scholars, this term was originally believed to have originated from a famous speech made by Sir Oliver Franks in England in 1959. The two professors, Li Guoan and Xu Chongli, from Xiamen University successively pursued overseas and finally found out in the document “The Paper Pile” of the University of Chicago Library nearly 50 years ago. We now publish this rare and important historical document in both English and Chinese so as to pay more attention to the study of this issue by academicians and readers in our field.
