为执行国际开发协会(1605—CHA)项目任务,由四川省林业厅林业发展项目办公室主任郭成评任团长,工程师杜孝生、洪雅林场副场长刘国祥、工程师段官安为团员和成都市外办朱正明翻译一行5人,于1986年7月20日至8月9日,对日本国进行营林技术考察,其目的在于学习借鉴日本人造柳杉、落叶松的营林先进技术与管理经验,及柳杉材和间伐小径材加工利用等。在日期间,实地考察了日本国立林业试验场,关东林木良种场,群马县沼田营林暑,林业机械化培训中心,木材加工厂,长野县岩村田营林暑,静冈县龙山森林协会,京都北山林业,三重县诸户林业所。同时还参观了岩手县岩富士机械厂,静冈沼津锯材机厂及小松油锯株式会。拜访了林野厅和与四川结为友好省县的山梨县。所到之处,受到了热情接待,介绍了情况和经验,参观了从林木育种到森林主伐更新的生产现场,回答了提出的问题,体现了中日人民的友谊和林业工作者的友好合作精神,基本达到了考察的目的。现将主要情况介绍于下:
