通过对我国分行业的经济增长率与就业人员的增长率进行比较分析,表明我国存在着“无就业增长”现象。其应对策略包括:政府应发展就业效果明显的产业,增加就业吸纳量;建立社会“解压体系”;改变以GDP为核心的地方政府政绩考核体系;调整教育投资结构,培养适应市场需求的劳动力;政策鼓励和保障劳务输出;放宽对中小企业的准入和管制,创造其健康发展的良好环境;引导投资向能够持续就业的行业倾斜;控制工资增长幅度,增强企业投资潜力,提高就业弹性。
By comparing the economic growth rate of our country with the growth rate of employed personnel, it shows that there is a phenomenon of “non-employment growth” in our country. The countermeasures include: the government should develop industries with obvious employment effects and increase the amount of employment absorption; establish a social “system of decompression”; change the performance evaluation system of local governments with GDP as the core; adjust the investment structure of education and train the labor force to adapt to the market demand; Policies to encourage and safeguard the export of labor services; to relax the access and control of SMEs and create a sound environment for their healthy development; to guide investment in sectors that can continue to be employed; to control the wage growth rate, enhance the investment potential of enterprises and enhance the employment flexibility.
