经济运行过程中的集中与分散关系,具体表现在生产、分配和流通三个环节上。集中的正向功能是把物质力量集聚起来形成合力,发挥规模效应;分散的正向功能在于调动地方和企业的积极性,适应市场环境,合理投资,推进技术进步,提高微观经济效益。要把这两者的正向功能结合起来,实现优势互补,必须通过国家的有效调控方可达到。在我国,经济体制改革要以集中与分散功能正向结合为中准线,这就是计划经济与市场调节相结合的具体实现。
The centralization and decentralization of the economic operation are embodied in the three links of production, distribution and circulation. The positive function of concentration is to gather together the material forces to form a synergy and exert the scale effect. The decentralized positive function is to mobilize the enthusiasm of local and business enterprises, adapt to the market environment, make rational investments, promote technological progress and enhance the micro-economic benefits. It is necessary to combine the positive functions of both to realize the complementary advantages and must be effectively controlled by the state. In our country, the reform of the economic system should take the positive integration of centralization and decentralization as the guideline, which is the concrete realization of the combination of planned economy and market regulation.
