商州市位于陕西省南部的秦巴山区,居汉水支流丹江上游。建国以来,由于对资源开发利用多、保护少,植被破坏现象日趋严重,水土流失面积不断扩大。1957年以前,全市水土流失面积156万亩,到1982年底增加到248万亩,占土地总面积的62％。近几年来,随着开采矿产资源、修筑公路、建厂、烧窑等事业的发展,新的水土流失现象到处发生,给生态环境带来了更多的严重问题。南秦河支流的大流峪河沿岸遭受乱开石危害,五年内河床平均淤高120厘米,不少河段的河床较农田高出150～160厘米。1985年一次暴雨,山洪暴涨,冲毁河堤2000多米,使280亩农田变成一片荒滩。据调查,全市每年因开石、采矿破坏剥离植被200多亩,排弃碎石废渣120万吨以上。尽管全市每年都以30平方公里的速度进行治理,按治理速度计算,到1989年原有
