政府行政管理与基层群众自治是两种不同的社会治理机制,如何协调两种治理机制,更好的发挥整体社会治理效果,是建立科学治理结构的必然要求。
Government administration and grassroots self-government are two different social governance mechanisms. How to coordinate the two governance mechanisms and give full play to the overall social governance effect is a necessary requirement for establishing a scientific governance structure.
