各自治州、市人民政府,各地区行署,各县(自治县、市、市辖区、特区)人民政府,省政府各部门、各直属机构: 《中共贵州省委、贵州省人民政府深入贯彻<中共中央、国务院关于深化教育改革全面推进素质教育的决定>的意见》(省发[1999]23号)提出,到2005年,全省高等教育毛入学率要达到7%以上,即全省普通高等学校在校生要达到14.5万人,加上省外高校招生,成人高等学校在校生、自考生,全省高等教育将达到25万人左右的规模。届时,普通高中在校生要从现在的15.78万人增加到47万人左右,才能与全省高等教育的发展相适应。但是,目前我省普通高中教育规模偏小,1999年,通过扩招后,普通高中招生数仅为62904人,只有20%的初中毕业生升入普通高中学习。为此,必须采取有力措施,加快普通高中发展的步伐,逐年扩大招生规模。总体目标是:全省每年招生计划在上一年的基础上增加20%左右,贵阳市不低于30%,地、州、市所在地不低

To this end, it is necessary to take effective measures to accelerate the pace of development of ordinary high schools and expand the scale of enrollment year by year.
