强化企业管理是提高企业经济增长质量和效益的着力点。我国企业的社会主义特征决定了企业管理体系的多重性,因此必须把思想政治工作、行政手段、经济手段、民主管理等有机地结合起来,着力在企业各部门生产经营活动的全过程中全面提高经济效益。资金管理是企业管理的重心,必须把计划经济体制下“项目—资金—效益”式的投资决策程序改变为“效益—资金—项目”式的程序;全面加速资金周转,注意资金与物资管理的结合;从只注重“物流”转变为主要注重“资金流”,从偏重生产过程的管理转变为注重资产运作管理,从资产无偿占用转变为有偿占用,从主要关心投入转变为讲求资金回报率。要坚持以人为本的管理原则,首先强化对经营者、管理者的管理。同时要在管理的基础工作中开展“打假”活动,落实和完善各项规章制度,加强对企业职工的知识、技能培训。
