近几年来,我区各地贯彻《中共中央关于教育体制改革的决定》和国家教委的有关精神,在一此中小学校试行了校长负责制.其中以青铜峡市和中卫县的步子迈得大一些,于1989年在中小学全面推行了校长负责制青铜峡市于1989年上半年在全市14所中学,103所小学,1所教师进修学校,2所幼儿园实行了校(园)长负责制.主要包括三个方面的内容:①校长目标一会儿责任制;②教师聘任制;③经费包干制.具体办法是:校长通过招标形式在校内产生,然后与教育局签定任期目标责任书,任期为三年.校长有任命副校长和学校中层领导的权力,并对学校的管理、人员调配、教育教学、后勤总务等具有指挥权和决策权.教师聘任制就是校内教师由校长在核定的编制计划内进行聘任,未被聘任的人员由学校自行消化.经费包干制是指国家分配给学校的全年教育经费一次包死,特殊情况可适当进行调整.市教育局对学校经费包干后的使用情况进行监督,由教育局组成的评审验收小组按照会计达标标准、评定出等级(优、良、及格、不及格).
