They provide public goods with dual goals and certain monopolies. These characteristics determine that their governance problems are different from those of ordinary enterprises: there are problems to be solved urgently in the aspects of management agencies, personnel generation mechanism, power and responsibility allocation, remuneration incentives and manager selection. To solve the problem of governance of highway enterprises, it is necessary to improve corporate governance structure, form a mechanism of checks and balances, design a reasonable salary incentive mechanism, and strengthen the construction of manager selection system.
