党章是党的根本大法。党章明确规定,必须充分发扬党内民主,发挥各级党组织和广大党员的积极性和创造性。学习贯彻党章,必须进一步发展党内民主,就是要从健全和完善党的选举制度、权力制约机制以及领导与决策体制三个方面推进党内民主建设。同时,要妥善处理好民主与集中的关系,以此进一步加强党的执政能力建设与先进性建设。
The party constitution is the basic law of the party. Party Constitution clearly stipulates that we must fully develop democracy within the party and give full play to the enthusiasm and creativity of Party organizations and the majority of party members at all levels. To study and implement the party constitution, we must further develop inner-party democracy, that is, we must promote inner-party democracy building from three aspects: perfecting and perfecting the party’s election system, the power restriction mechanism, and the leadership and decision-making system. At the same time, it is necessary to properly handle the relationship between democracy and concentration so as to further strengthen the construction of the party’s ability to govern and advance its nature.
