十月中旬,省政府召开了第二十五次常务会议,提出要以贯彻党的十五届四中全会精神为动力,大战七十天,确保完成全年经济增长预期目标。这是向全省各族人民发出的号召,我们各级政府一定要按照省政府的统一部署,振奋精神,抓紧工作,确保全面完成国民经济和社会发展计划。首先,我们要以贯彻党的十五届四中全会精神为动力,进一步挖掘增产潜力,加大工业提速增效的力度,确保工业增加值、效益、扭亏等目标的全面完成。其次,要加大固定资产投入力度,扭转固定资产投资增长前高后低的态势,进一步加强工程质量的管理。集中力量抓好在建项目的建设质量和工程进度,切实认真抓好『十件实事』建设进度的督促检查,以取信于民,全面推进我省各项工作的进展。第三,要进一步拓宽消费领域,加大力度启动消费需求,以进一步发挥投资对经济增长的拉动作用。要继续抓好国有企业下岗职工基本生活『两个确保』和按时足额发放养老金的工作。第四,要下大力抓好农村经济工作,保证实现农民增产增收的目标。要切实减轻农民负担,把保证农民增收作为农村工作的出发点和落脚点,进一步拓宽农民增收的渠道。第五,要加大税收征管力度,抓好增收节支,确保完成财政增收任务。 In mid-October, the provincial government held its 25th executive meeting and proposed that it should seize the spirit of the Fourth Plenary Session of the 15th CPC Central Committee as the driving force and fight for 70 days in order to ensure that it is expected to achieve the full-year economic growth. We must earnestly lighten the burden on peasants and regard peasants ’income growth as the starting point and goal of rural work so as to further broaden the channels for increasing peasants’ incomes. Fifth, we must step up tax collection and management efforts and do a good job of increasing income and reducing expenditure so as to ensure the completion of the task of increasing revenues.
