政府主导的标准化管理体制决定了行政权力过多集中于政府手中,导致政府成为利益集团的俘获对象,并最终被利益集团所控制。这种政府与利益集团“合谋共赢”的行为,严重影响了企事业单位参与标准化工作的积极性,阻滞了标准化工作的健康发展,也严重降低了政府的公信力。本文通过对标准制定工作中“政府管制俘虏”现象的分析,提出三方面的应对措施,以降低政府被利益集团俘虏的风险。 The government-led standardized management system determines that excessive administrative power is concentrated in the hands of the government, causing the government to become the target of the interest groups and eventually being controlled by the interest groups. This kind of government and interest group “collusion and win-win” behavior has seriously affected the enthusiasm of enterprises and institutions to participate in standardization work, blocked the healthy development of standardization work, and severely reduced the government’s credibility. This article analyzes the phenomenon of “government-controlled prisoners” in the standard-setting work and proposes three measures to reduce the risk of the government being captured by interest groups.
