随着市场经济的进展,建筑市场必然与国际接轨,新技术、新工艺、新材料必然引入,真正实行公开、公正、公平的竞争就摆在我们面前,优胜劣汰同样也是建筑市场的必然规律,如何界定不低于成本价是急需解决的问题。同时,应采取积极措施和引导企业编制内部最低成本消耗量定额,并由工程造价管理机构负责审核和备案,依据企业技术革新和加强管理而实行动态管理。目前在黄河亚行贷款项目中低报价中标日益受到各个施工企业的重视和运用,作者在广泛的实践的基础中,总结出了一系列的方法与策略,供各个施工企业及同仁参考斧正。
With the progress of the market economy, the construction market is bound to be in line with the international standards. New technologies, new processes and new materials are inevitably introduced. Truly open, fair and equitable competition is before us. The survival of the fittest is also an inevitable law in the construction market. Defining not less than the cost price is an urgent problem to be solved. At the same time, we should take active measures and guide enterprises to formulate the internal minimum cost of consumption fixed by the project cost management agencies responsible for the audit and filing, based on technological innovation and strengthening management of the implementation of dynamic management. At present, the winning bid of low bidding for the project of Yellow River ADB has been paid more and more attention and application by various construction enterprises. Based on a wide range of practice, the author has summarized a series of methods and strategies for reference of various construction enterprises and their colleagues.
