罗甸县水利电力局改变观念,多方筹集资金建立水利滚动发展基金,发动和依靠群众因地制宜修建微型水利工程,去冬至今共修建水池水窖3015个,蓄水量18.1万立方米,解决16194人和9950头牲畜的饮水和坡改梯灌溉1595.4亩,极大改善了缺水地区的农业生产和农民生活。地处特殊岩溶山区的罗甸县,大部份地区缺水严重,别说灌溉,就是人畜饮水也非常困难。1985年以来,这个县以边阳水库扩建为契机,增大投入,从1985年到1995年的11年间,共扩建、改建、新建各种水利工程339处,使全县农田有效灌溉面积由原来不足一万亩增加到4.05万亩,解决了全县三分之一以上(11万多人)人口的用水问题。在水利建设中,县水利电力局领导深深感到:仅靠
