1993年,防化研究院大胆地破格任命13名青年科技干部以高级技术职务,这不仅在总参科研系统,而且在全军都走到了前面。今年伊始,总参兵种部政治部充分肯定并决定推广这一做法的经验。 “哑铃”状的人才危机严重 防化院是我军唯一集核、化防护为一体的高级综合性科研机构,已有40年历史。其上百个专业构成在国家自然科学体系中,占有相当的比重。1991年以来,以防化院专家为主体代表我国参加“国际化学裁军实验室联试”中,连续3年取得了名列前茅的优异成绩,不仅为国家和军队争得了荣誉,而且确立了中国在国际化学战剂监测分析技术方面的领先地位。 然而,这样一个在国内外颇有影响的高技术科研单位,却长期被人才“断层”的问题所困扰:目前,50岁以上的科研骨干约占45%,35岁以下的年轻人约占33%,中间层次中36—40岁的人数不足6%。
