长期以来,人事档案用户信息需求受传统服务模式的限制和影响,档案信息需求满足的途径和方式都带有很大的局限性。而网络环境下档案用户愈来愈需要内容全面、类型完整、形式多样、来源广泛的人才信息,而且随着工作中社会交往范围的扩大、信息交流日益频繁,人事档案用户由面向部门的信息需求向面向社会的信息需求转变,Internet、局域网等为档案用户创造了开放性的人事档案信息需求客观环境,加速了人事档案用户信息需求社会化的进程,但是档案信息服务的传统模式已不能满足档案用户开放化的信息需求。因此,创新人事档案管理机制,探索建立人事档案信息服务网络已迫在眉睫。
