保护主义思潮再度流行。要求政府加强对国际贸易干预的呼声,从吁请采取专门政策以解决特定集团的问题,到建议实施全面计划以管理贸易,这样的要求现在甚为普遍。本文认为,实施保护主义的政策将极大地损害美国公民的福利和世界经济的效率。第一部分回顾保护主义重新抬头的原因,展望现行的保护主义运动的趋势。第二部分讨论保护主义政策的昂贵代价以及这些政策不宜用来解决贸易问题。第三部分批判地检讨现行保护主义的某些论点。第四部分提出建议:短期政策应当以减少联邦预算赤字为目标,以促使美元的国际价值恢复到可以承受的水平;长期政策目标则应当继续使世界贸易自由化,并为有效的经济调整做好准备。
Protectionist ideological trends are once again prevalent. Requests for the government to strengthen its call for international trade interventions, from calling for specific policies to address specific group issues, to recommending the implementation of a comprehensive plan to manage trade, are now very common. This article believes that implementing a protectionist policy will greatly damage the welfare of American citizens and the efficiency of the world economy. The first part reviews the reasons for the resurgence of protectionism and looks at the current trend of protectionist movements. The second part discusses the high cost of protectionist policies and their inappropriate use in addressing trade issues. The third part critically reviews certain protectionist arguments. The fourth part proposes that short-term policies should aim at reducing the federal budget deficit so that the international value of the US dollar can be restored to an acceptable level; long-term policy objectives should continue to liberalize world trade and make effective adjustments to the economy. ready.
