1989年7月,江苏省徐州市、淮安市被列为全国首批水利执行法体系建设试点单位;1990年上半年,又确定29个县(市、区)为全省水利执法体系建设工作的先行单位。经过各级政府和广大水行政主管部门两年多的共同努力,目前全省的水法宣传广泛、深入,水政机构普遍建立,运行有力,水政监察队伍初步建成,地方性水法规的清理和制定进展较快,水事案件的查处工作已初见成效,各试点县、市的先行工作经验具有普遍的指导意义,水利执法体系建设工作在全省全面推开的时机已经成熟,预计今年年底,将全面完成水利执法体系建设的工作任务。江苏省的11个省辖市已于1990年底前全部批准成立水政科(处);到今年3月底止,应建水政机构的76个县(市、区)中,已有71个经批准建立。水政机构的普遍建立,为全省水利执法体系建设工作的全面推开奠定了基础。
