中华人民共和国建立初期 ,在安置失业人员的过程中 ,各城市遇到了劳动力供需结构失衡的突出矛盾。由于失业人员的素质低下 ,经济结构的剧烈变化 ,企事业单位用工条件过高以及失业人员就业观念的落后 ,导致异常严重的结构性失业。人民政府通过举办转业培训、调整招收政策、组织劳动力调剂等治理政策和措施 ,满足了几十万人的就业愿望 ,在国民经济恢复时期基本解决了结构性失业问题。回顾这一历程 ,为我们提供了治理结构性失业的宝贵经验
In the early years of the People’s Republic of China, in the process of resettling unemployed people, cities in cities encountered prominent contradictions in the imbalance of labor supply and demand structure. Due to the low quality of unemployed people, the drastic changes in economic structure, the excessive employment conditions in enterprises and public institutions and the backward employment concept of unemployed people, it has led to unusually serious structural unemployment. The People’s Government has met the aspirations of hundreds of thousands of people by holding such training programs as transfer of employment, adjusting recruitment policies and organizing labor adjustment and other governance policies. It basically solved the structural unemployment problem during the period of national economic recovery. A review of this journey provides us with valuable experience in managing structural unemployment
