Overseas investment guarantee system is a protective measure adopted by capital exporting countries in order to protect their nationals’ safety in investing abroad. The basic content is generally set up by the government overseas investment insurance institutions to cover overseas investment risks. The United States is the earliest country to implement the overseas investment guarantee system. It was part of the Marshall Plan of 1948 as America’s foreign aid bill developed.
