解放前,太原工商企业在阎锡山的长期统治下,惨遭“兵农合一”和“平民经济”及各种反动政策的摧残。到解放前夕,全市只有私营工业作坊和小工厂259户,私营商业1400余户。 解放后,太原市人民政府根据党对私营工商业“利用、限制、改造”和“发展生产,繁荣经济,公私兼顾,劳资两利”的政策,对私营工商业进行了一系列恢复生产经营、经济改组和实事求是的清产核资等工作,对私营工商业者贯彻了又团结又斗争,以斗争求团结的工作方针,积极引导他们坚持经营,保护工人利益,走社会主义道路,使私营工商业开始苏醒起来。
