Article 1 In order to implement the spirit of the 15th National Congress of the CPC and the Second Session of the Ninth National People’s Congress, further emancipate the mind and speed up the development of the private and private sectors in the province, this Supplementary Opinion is formulated on the basis of the document JiFu [1998] No. 14 . Article 2 The staff of government agencies and public institutions shall be strongly encouraged to engage in the private economy. Give one-time subsidies to those who give up public office. Article 3 Vigorously encourage state-owned and collective enterprises to be laid off and unemployed workers to run their own businesses. With the “laid-off workers permit” or “unemployment insurance manual”, approved by the tax authorities, within one year of exemption from personal income tax, engaged in community service, within three years from the business tax, personal income tax and administrative fees. Article 4 The college graduates engaged in individual and private economy shall not be restricted by the source of students. According to the place of operation and the place where the enterprise is located, personnel exchanges shall be handled by personnel exchange agencies. The public security machine
