我国著名的经济学家、教育家马寅初先生,在深入调查研究的基础上,经过长期准备,于1957年7月在第一届全国人民代表大会第四次会议上作了题为《新人口论》的书面发言,全面系统地阐述了全国人口问题的性质、表现形式和解决的办法。然而,这个十分有利于中国人民、有利于社会主义建设事业的关于节制生育、降低我国人口增长的好建议却被扣上了“马尔萨斯主义在中国的翻版”、“反马克思主义的大毒草”的帽子,而被蛮横地打入冷宫。马老也因这个问题而受到不公正的对待,被迫辞去了北大校长职务,并被剥夺了正常的为自己的观点申辩的权利。而那种人口越多越好的教条主义观点却成了指导实践的“香花”。
