The overall department is an innovative scheme design mode adopted in the design of major aerospace projects in our country. The overall design concept and the optimized control method of the major subsystems of the project are totally different from the traditional decentralized and independent design models. Under the framework of the scheme design considering the complex correlation of subsystems, the system design model of the overall department and decentralized independent scheme design mode is constructed. Different from the Nash equilibrium under the decentralized independent scheme design model, the equilibrium solution of the total department model is Stackelberg-Nash equilibrium. An agent-based simulation method is also used to compare the equilibrium status and performance of the overall department and the decentralized independent scheme design pattern. The simulation results show that the scheme design scheme of the overall department not only helps to avoid the system design scheme from falling into the partial optimal solution of some subsystems, but also helps to improve the overall design performance of the system. And, in the overall program design mode, the use of sequential design strategy helps to improve the stability and performance of the system program balance, that is, the overall department to optimize the design of important subsystems, redistricting the search for the remaining subsystems design . This study proves the effectiveness of the overall program design model in the design of major aerospace engineering systems and contributes to the development and application of the “integrated and integrated” approach.
