对于敦煌本《兔园策府》一书的性质,历来的研究者多以“蒙书”视之。从现存残卷内容、文体和编撰目的等进行分析,其明显具有“科举类书”的性质。《兔园策府》成书后很快便传入日本,成为官私学校的教材和参考书,对当时律令官人的对策文创作和科举应试产生了积极影响。敦煌本《兔园策府》残卷在日本古代对策文整理和试策文学研究中也扮演着极为重要的角色。
