本刊自上世纪80年代创刊以来一直高度关注并持续报道三峡工程,去年12月7日第49期还推出长达三万字的“未竟的三峡”专题报道。三峡工程的论证史、建设史同时也是论战史、争议史,直到目前,工程已基本完工,但外界对其历史的疑问、对现状的困惑、对未来的隐忧始终未能消除。本刊记者近日又访到三位历史当事人,特此将访谈或来信发表。从中可以看出,不同人士对三峡工程的一些问题,包括当初的决策方式、移民现状的评价等,至今仍有不同看法。用一句“正”“反”双方都赞同的话来概括,就是赞成意见与反对意见都是对三峡工程的贡献。要把握三峡工程及其影响领域的未来,我们仍需要不同的声音,唯此,决策的民主性、科学性才有保障。
The magazine has been keeping a close eye on and reporting on the Three Gorges Project since it was first published in the 1980s. The 49th issue of December 7 last year also launched a special report entitled “The Unfinished Three Gorges” of up to 30,000 words. The demonstration history and construction history of the Three Gorges Project are also the history of controversies and controversies. Until now, the project has been basically completed. However, the outside world has doubts about its history, its confusion over the status quo and the hidden worries for the future. Our correspondents recently visited three other historical parties and we hereby give an interview or a letter. It can be seen from the various opinions held by different people on some issues of the Three Gorges Project, including the original decision-making methods and the evaluation of the status quo of immigrants. To sum it up with the words “正 ” and “反” both agree that both the pro-opinion and the objection are contributions to the Three Gorges Project. To grasp the future of the Three Gorges Project and its impact areas, we still need different voices. Only in this respect can we ensure the democratic and scientific nature of decision-making.
