1988年12月29日,新闻出版署王强华副署长主持召开了新闻法起草小组会。会上王强华同志传达了胡启立同志对新闻法起草要“加快进度,扩大讨论”的指示。王强华说,新闻法起草小组成立快一年了,起草小组和办公室的同志做了大量工作:6月间提出了供起草小组讨论的新闻法初稿,7月间向政治局常委作了汇报,新闻法起草工作一直在正常进行。办公室的同志还翻译整理了38个国家的新闻法和近百万字的资料,为新闻法起草作了大量内查外调。目前需要对起草过程中遇到的几个难題扩大讨论:①新闻改革和民办报纸;②新闻自由和社会责任;③提高新闻开放度与加强保密;④新闻舆论监督与保护公民的权利;⑤新闻单位独立负责和党对新闻事业的领导。

The first draft of the press law for the drafting of panel discussions was submitted in June, and a report was made to the Standing Committee of the Politburo in July. The drafting of the press law has been going on normally. The comrades in the office also translated and compiled information laws and nearly one million words of information from 38 countries and made a large number of internal investigations into the drafting of the Press Law. At present, it is necessary to expand discussion on a few difficulties encountered in the drafting process: ① press reform and private newspapers; ② freedom of the press and social responsibility; ③ improvement of the openness of the news and enhancement of confidentiality; ④ press public opinion to supervise and protect the rights of citizens; The news unit is independent and responsible for the Party’s leadership over journalism.
