云南省公务卡制度从2007年实施试点,2010年全面推进,经过近几年的不断深化,逐步形成了制度健全、操作规范、监控有力的公务卡管理机制,其规范公务消费、堵塞财务管理漏洞、提高预算单位财务管理水平的作用初步显现。一、公务卡制度推行以来取得的成效(一)公务卡制度的实施面不断扩大。从实施面来看,截至2013年底,省本级、16个州市本级以及129个县区及有条件的乡镇已全面推行公务卡制度;全省1.7万个预算单位实行公务卡制度,
