(一) 组织落实,建立健全各级领导机构。1.在原有扫盲工作领导小组的基础上,充实力量,由教委、科协、妇联、共青团、农委、军分区、市委宣传部、农业局、乡镇企业局等单位为扫盲工作领导小组成员,由主管教育的副市长担任组长,并在教委农民科设办公室。2.市以下各级政府层层建立健全扫盲工作机构。县区、乡镇、村成立扫盲领导小组,以保证扫盲工作任务的顺利完成。(二) 思想落实。大力宣传扫盲工作的意义、任务及市扫盲工作的奋斗目标,要做到三知:一是要知道扫盲工作的意义,二是要知道扫盲工作的任务,三是要知道什么是扫盲年?要通过报纸、电台、电视台及文件会议等形式广泛地向社会向农村宣传,县区、乡镇、村屯都要利用一切可利用的宣传手段动员社会各方面的力量,积极参加扫盲。
