珠江流域西北江防洪工程体系的重要组成部分、广东省迄今为止最大的水利工程——飞来峡水利枢纽,于1998年8月28日大江截流胜利合龙。现工程拔地而起,已完成了90%以上的工程量。该工程创下了几个“之最”:以低坝来完成防洪的主要任务,这在国内都是少见;4台低水头灯泡式水轮机组,同型号单机容量全国最大;水轮机组直径达7m,为全国之最;汛期实施截流,水利史上罕见……。而这一切,都与工程的设计者们——水利部珠江水利委员会勘测设计研究院的几百名职工紧密相连。包双刃创一流设计一般地说,水利工程的兴建,既有利也有弊。有利的一面,是防御洪水侵袭;不利的一面,是造成淹没损失。
