On December 1, 2000, a coalition of top-level members of the Japanese Senate officially submitted a motion to the Japanese government to recommend that the government upgrade the existing Defense Planning Agency to the Department of National Defense when the Central Government reshuffled the Central Government in January 2001. This marked the start of the bustling “Plan for the Development and Preservation of the National Defense Province” and also marks another step for Japan toward marching toward a military power. At the same time, the Japanese Self-Defense Forces have begun to expand their activities abroad
