本文以浙江省为例,采用2009~2012年水利推广项目的调查数据与9个相关地级市(区)的截面数据,结合AHP模型建立一套评价指标体系,其中以12项典型技术作为浙江省五大技术领域的代表,利用模糊综合评价对浙江省农田水利推广项目进行绩效评价并提出相关政策性建议。研究表明:经济因素以及社会因素是影响农田水利推广效率的主要因素,加大对经济相对不发达地区的水利建设投资、帮助农民就业、减轻农民负担、培养社会主义新型农民,将有助于推广项目的整体效益提高,以及对促进农村社会的和谐稳定发展具有积极的作用;同时加快“水利是农业的命脉”思想的宣传,使农田水利推广项目更快更完善地落实到浙江省每个地区,从而达到农户积极响应参与农田水利推广建设的效果。
Taking Zhejiang Province as an example, using the survey data of water conservancy promotion projects from 2009 to 2012 and the cross-section data of 9 related prefecture-level cities (districts), and combining with AHP model, a set of evaluation index system was established, of which 12 typical technologies were used as Zhejiang Province five representatives of the technical fields, the use of fuzzy comprehensive evaluation of farmland water conservancy projects in Zhejiang Province performance evaluation and put forward relevant policy recommendations.
