There are three manifestations of this contradiction. Its essence is the product of the unreliable relationship between the party and the government at the village level. In order to solve this contradiction, various beneficial explorations have been carried out all over the country, including the “two votes system”, “two push one system” and “one person and one”. However, this contradiction has not been fundamentally solved .
