煤矿超能力组织生产是企业主要负责人安全生产“红线”意识不强、逾越“红线”的表现行为之一,是企业违背安全生产科学规律、导致产生重大安全事故隐患的违规行为之一。历史上的教训和近期个别煤矿发生重大事故的原因分析表明,超能力组织生产是引发重特大事故的主要原因之一。为此,国家煤矿安全监察局办公室3月6日印发《关于严防煤矿超能力生产引发重特大事故的通知》(煤安监司办〔2017〕5号),就有关事项提出如下要求:
