改革以来我国工业发展中一个引人注目的现象是:非国有工业(包括集体所有制工业、城乡个体工业和以“三资”企业为主体的其他经济类型工业)以异乎寻常的超高速度持续增长。统计表明,1981~1989年全国工业总产值(按可比价格计算)年平均递增速度13.2%,共中全民所有制工业增长8.3%,集体所有制工业增长19.8%,城乡个体工业增长116.4%,其他类型工业增长43.2%。相应地,在全国工业总产值构成中,全民所有制工业比重由74.8%降
