随着改革进一步深化,新的社会主义市场经济机制正在逐步取代旧的计划经济运行机制,现行港口管理体制存在的弊端日益显露。主要是: 1.现行的港口管理体制还不能真正发挥中央和地方对港口建设和管理的积极性。 80年代,港口实行双重领导、地方为主的港口管理体制,是在我国基本上还是实行计划经济模式的情况下提出的,因此,整个改革实质上是旧机制向新机制转换过程中的一个探索,明显地带有计划经营模式的痕迹。目前下放港口中,计划、基建、价格、财务等重要方面仍以中央管理为主,地方政府主要对下放港口行使劳动工资、人事管理等权限。从区域经济和地方利益角度出发,地方政府一方面对下放港口的生产经营管理进行某些行政性的干预和协调,既促进了港口建设和生产经营的发展,同时也一定程度造成企业非税负担的加重。另一方面,地方从各自的利益出发,在中央投资体制改革不到位,一定程度影响港口基本建设的情况下,大搞地方性港口建设,加上港口宏观管理失控,港务局作为市政府管理港口的直属机构名不符实,难以行使对本区域内港口规划建设、港口对外开放、岸线使用管理、港埠行业管理等政府管理港口的行政职能,致使区域内港口
