政府平台是指政府出资设立,经过政府授权,享有项目建设开发、经营管理、对外融资权利的主体,其融资的资金投向服从于政府隐性的行政指令,其融资的偿还往往依托于政府的信用、资源和实力。2008年,北京市各区县财政实力逐年增长,体现了良好的发展态势。但是由于区县间资源、人口以及经济发展基础的差异,各区县的经济发展很不均衡,形成了一定的财力差距。2009年以来,各家银行加大了对政府平台项目信贷业务的支持力度,也对相关业务行为进行了规范和明确,但仍存在不可忽视的风险,针对政府平台信贷业务目前所存在的风险点,文章有针对性地提出了一系列加强风险管理力度的措施。
