我国的高速公路事业近年来取得了令人瞩目的成就,初步形成了贯通全国的公路主干网系统。目前我国高速公路建设资金来源由国家财政投资、国内融资和外资构成,但仍以贷款和财政投资为主。随着政府部分淡出基础性项目以及我国公路建设的迅猛发展,公路建设资金的缺口将是巨大的,非国有资本将成为新的资金源。本文从项目和公司实体两个层次对民营资本和外资进入我国公路领域的七种模式及其适应性进行了分析,找出了阻碍非国有资本投资我国高速公路建设的障碍并提出了可行的建议。
In recent years, the cause of our country’s expressway has made remarkable achievements, and initially formed a system of highway backbone network running through the country. At present, the source of funds for the construction of expressways in our country is composed of state financial investment, domestic financing and foreign investment, but the loans and financial investment are still the main sources. As the government partially faded out of basic projects and the rapid development of highway construction in our country, the gap in highway construction funds will be huge, and non-state-owned capital will become a new source of funding. This paper analyzes the seven modes and their adaptability of private capital and foreign capital into the highway of our country from two levels of the project and the corporate entity, finds out the obstacles to the non-state-owned capital investment in the construction of expressway in our country and puts forward feasible suggestions .
