本文试图从国家与国营企业财政分配关系的综台治理,阐明企业承包必须兼顾国家与企业的经济利益,强调承包必须从加强资金和成本管理做起,改革必须确保国家财政收入稳定增长;对把利润包干称作“包字万岁”持有异议。与大家共同讨论。一、搞承包经营责任制,要从核实资金、成本做起,切实加强对资金和成本的管理。为了深化企业改革,我们完全赞成有领导、有步骤地在国营企业中推行各种形式的承包经营责任制。我们这里指的承包经营责任制,不是指现存某些企业搞的单纯的唯利润包干。而是指包括资金管理、成本管理和利润分配在内的健全企业经营机制的承包经营责任制。
