我国行政机构经过新中国建立以来近60年的艰难探索,取得了一定的成效,为建设中国特色社会主义的行政管理体制奠定了坚实的基础。回顾这一段不平凡的改革实践,从总体上我们可以看到,行政机构改革和职能转变取得显著成效,政府管理经济的方式有比较大的改变,依法行政的法律和制度建设有比较明显的加强。但是应该也看到,行政机构与行政管理体制改革的艰巨性和复杂性不容忽视,行政机构必须与市场经济管理体制建立的要求和进程相适应,行政管理体制改革必须与政治体制改革相配套,政府行政管理必须从管制型向服务型转变。
After 60 years of hard exploration since the founding of New China, our administrative agencies have achieved some success and laid a solid foundation for the establishment of an administrative system of socialism with Chinese characteristics. Looking back at this extraordinary reform practice, we can see from the whole that significant achievements have been made in the reform of administrative institutions and in the transformation of their functions. There have been relatively large changes in the way the government manages the economy and the laws and systems governing by law have been obviously strengthened . However, we should also see that the arduousness and complexity of the reform of the administrative institutions and the administrative system can not be ignored. The administrative institutions must be compatible with the requirements and processes for establishing the market economic management system. The reform of the administrative system must be compatible with the reform of the political system, Government administration must change from regulation to service.
