The Ocean Grants Program was initiated by many prominent U.S. oceanographers and celebrities in the early 1960s. In October 1966, President Johnson signed the bill and approved the plan. The program aims to bring together the strengths of universities and research institutes in the United States and provide them with funding for research projects related to the development and utilization of marine and coastal areas.
