中国官方八年来首次下调年度增长目标,对中国、对日益依赖中国推动全球增长的世界其他国家皆意义重大。在过去10年的大部分时间里,8这个数字被赋予重大意义,从2005年至2011年,中国官方设定的国内生产总值(GDP)年度增长目标每年都是8%。在经济目标方面,中国政府喜欢“少说多做”。实际上,上述期间GDP年均增长11%,2007年更是达到13%这一峰值。8%增长率看上去可能达不到的时候,是在全球金融危机过后。当时中国政府出台了巨额经济刺激方案,官员和经济学家纷纷反复提到“保八”这个口号。
For the first time in eight years, the Chinese government’s downward revision of its annual growth target is of great significance to China and to other countries in the world that are increasingly relying on China for global growth. For most of the past decade, the figure is significant, with China’s official annual GDP growth target set at 8% per year from 2005 to 2011. In terms of economic goals, the Chinese government likes to “say less and do more.” In fact, GDP grew at an average annual rate of 11% over the above period, reaching a peak of 13% in 2007. When the 8% growth rate may not seem likely to reach it, it is after the global financial crisis. At that time, the Chinese government introduced a huge amount of economic stimulus package. Officials and economists repeatedly mentioned the slogan “保 八”.
