根据国务院《企业转换经营机制条例》和对政府的职能要从微观管理转向宏观管理的要求,冶金部原生产司、矿山司、机动司加上原安全环保司的安全卫生部分合并组建为生产协调司。司内设立冶金部设备管理办公室,负责冶金行业设备的宏观管理和对冶金机电制造企业进行宏观管理,继续执行原机械动力司保留的职能,作为冶金部设备管理的归口部门。 设备管理办公室的工作是对企业依法进行协调、监督、管理和提供服务,其职能初步定为: 1.贯彻国家有关企业设备管理的方针、政策,制定、修订冶金行业设备管理实施办法、规章制度等,监督检查企业实施情况。 2.贯彻国家有关国有资产监督的法规,按照出资者所有权与企业法人财产权分离的原则,从实物、技术状态等方面监督、检查企业对国有资产保值、增值和合理使用的情况。按照分级监管的原则,会同有关部门审批重点企业关键、成套设备或重要建筑物等国有固定
