基础教育:贵州黔南、黔西南布依族苗族自治州,最突出的是布依族农村的教育问题,集中表现在小学教育,其现状令人担优。少数民族在校生比例低——如罗甸县平艾乡少数民族人口占95.1%,在校生为41%,平亭乡比例为95.1%:33.1%。女生则更少,白层区鲁容乡少数民族占81.1%,中心小学只有54个清一色男生。被当地称为“和尚班”的不下于三个区的小学;“四率”低——适龄儿童入学率、巩固率、合格率、普及率均低,如罗甸县历年小学合格率不到10%……由于“四率”低,教学质量差,年年都有大量新文盲产生。其它如危房缺房面积大,教育经费偏低等必须引起高度重视和警惕。作为布依族地区本身除切实实行计划生育发展经济外,还应转变当地某些固有的轻视教育、轻视知识、重男轻女等旧观念。如有的乡镇逢场赶集时将为数不多的小学生桌椅搬到街上作售货摊,竟无人过
