一、欠发达地区加快发展乡镇企业和个体私营经济的重要意义一是乡镇企业和个体私营经济在农村经济发展中具有重要的地位和作用。目前,欠发达地区的乡镇,大部分财力不足,主要是因为这些地方的乡镇企业、个体私营经济发展不快,总量不足,贡献不大。根据我县情况分析,一般三万人左右的乡镇财政支出每年大约190万元左右,而农业四税收入大约在30万元左右,这远远不能满足财政支出的需要,甚至连吃饭都不能保证。乡镇企业和个体私营经济好的乡镇,农业四税就显得微不足道。如费县费城镇和上冶镇乡镇企业和个体私营经济收入分别占财政总收入的79%和81%。二是乡镇企业和个体私营经济对国民经济具有重大的拉动作用,历史资料表明:乡镇企业增加值每增减3个百分点,就影响全国国内生产总值增减1个百分点;乡镇工业增加值每增减2个百分点,就影响全国工业增加值增减1个百分点,乡镇企业能否保持持续、快速发展,直接关系到国民经济和农村经
