It is leamed from official sources that China’s shipping development target for coming years has been set forth as follows: To continue expanding the investment scale of shipping construction and to enhance the reform of shipping industry so as to attain the three-phased general goal: 1. By the end of the year 2000, the existent transport constraint will be obviously alleviated and its restraint on the national economy will be tangibly lessened;
