港口建设具有投资规模大、资金利润率低、回收时间长的特点,因此我国一直是由国家直接投资兴建的。1982年6月,经国务院批准,深圳的中国南山开发股份有限公司以中外合资方式由企业在海内外集资兴建深圳赤湾港,这是我国首次将大型基础设施的投资职能由政府转移给企业,对改革投资体系的探索具有积极意义。 8年前,赤湾还是一个只有20多户人家的小渔村。如今,这里已兴建包括两个3.5万吨级在内的大中型泊位15个,去年吞吐量
The port construction has the characteristics of large investment scale, low capital profitability and long recovery time. Therefore, our country has always been directly invested by the state. In June 1982, with the approval of the State Council, Shenzhen Nanshan Development Co., Ltd., a Chinese-foreign joint venture, was funded by enterprises to build Shenzhen Chiwan Port at home and abroad. This is the first time China has transferred the investment functions of large-scale infrastructure from the government to the enterprises. The exploration of reforming the investment system is of positive significance. Eight years ago, Chiwan was a small fishing village with just over 20 households. Today, 15 large and medium-sized berths including 25,000-tonnes have been built here.
