I. Fostering Finance Personnel is an Urgent Task Over the past 30 years since the founding of the People’s Republic of China, the post and telecommunications business in Inner Mongolia has witnessed great development. Fixed capital and liquidity have grown exponentially, and the total business volume has also increased significantly. However, for a long time, due to the heavy emphasis on the production of lighter management in the guiding ideology and the lack of attention to the training of financial personnel, there has been a situation in which financial personnel are scarcely lacking in quality. The current financial and accounting personnel are either younger or have lower levels of culture, poor business abilities, and insufficient staffing. According to the statistics at the end of 1985, in the postal accounting of Inner Mongolian Posts and Telecommunications, 23% of the accounting figures in the region were trained by the special financial services of the secondary school, and it took six months.
